Editorial: GOP aims to keep taxes off ballot

Republican state legislators are mobilizing to thwart Gov. Jerry Brown's plan to put a tax increase on the June ballot. So far, two-thirds of Republican senators and Assembly members vow to oppose Brown's plan, but organizers say party members not yet formally aligned share the sentiment. Mr. Brown needs only two Republican votes in each house to put a tax increase before voters. . . .
