A loophole in New Mexico law allows facilities to take in children for long stretches of time with no accountability.
Lawmakers found a way to fix it after our 4 On Your Side team exposed serious allegations of torture and abuse on the Tierra Blanca Ranch in southern New Mexico.
Investigative reporter Chris Ramirez looks at the bill's roadblocks.
