Corruption: Two Mexican Judges Indicted

MEXICO CITY – The top administrative body of Mexico’s judiciary announced the filing of criminal charges against two judges.

Jesus Guadalupe Luna Altamirano stands accused of contravening statutes and precedents handed down by Mexico’s Supreme Court in several of his rulings and of lying on financial disclosure statements, among other offenses, the CJF said.

The other case involves Jorge Figueroa Cacho, who is charged with concealing assets.

Luna, who presided over a criminal court in Mexico City, was suspended in June 2012 pending an investigation of alleged irregularities.

The judge’s 2008 decision acquitting the son of then-fugitive drug lord Joaquin “El Chapo” Guzman on money-laundering charges sparked controversy.

In 2011, Luna upheld the acquittal of alleged drug trafficker Sandra Avila Beltran, a flamboyant figure known as “the queen of the Pacific.”

Investigators detected banking transactions by Luna, family members and friends totaling more than $1 million that the judge never declared in his financial disclosure documents, the CJF said.

About Figueroa the CJF said that the complaint is for transgressions committed when he was assigned to a court in the western state of Jalisco that handles civil cases.

It said that the analysis of his bank accounts identified $221,218 in deposits from unknown sources.

The bank account records of five of his family members reflected an additional $476,146 in unexplained income.
