Readers should overlay this story with one that made the rounds last week in which Obama blamed Congress for its failure to act on the immigration crisis. But the difference there was that he was moaning about the fact they he could not do what he thinks needs to be done without Congress. One wonders if he hasn't lost it.
But the really serious issue here is that the speech in the video at the link above is a fragrant and blatant assault on the Constitution by this President. Our system of government is based on checks and balances, carefully crafted and time-tested. Yet what we have here is a man that would trash all of that and replace it with what he thinks best. This speech, and this speech alone, should be grounds for the House to impeach him, notwithstanding whether the Senate would convict him.
So the real blame here should be placed on John Boehner and the others in the House leadership. They are not doing their job, but not as Obama complains, but rather in not holding this man accountable to the Constitution.

"I'm just telling the truth now," Obama told the crowd. "I don't have to run for office again, so I can just let her rip. And I want to assure you, I'm really not that partisan of a guy."
