America's Undeclared War Update: 3 Michoacán Mayors arrested after seen in La Tuta Videos

9/2/2014

The Tuta meeting with the mayors now arrested

A federal judge ordered the arrests of three mayors of Michoacán, including Salma Karrum Cervantes, mayor of Patzcuaro, for alleged links to the Caballeros Templarios.

Thomas Zerón Lucio, Chief of the Criminal Investigation Agency PGR reported today they conducted the apprehensions of Karrum with Archimedes Oseguera Solorio and Dalia Santana Pineda, mayors of Lázaro Cárdenas and Huetamo,  for links to organized crime. Santana was also arrested for murder.
"PGR in investigating the Caballeros Templarios operating in Michoacán, the preliminary investigations, and videos that reveal the mayors were involved in at least  "at least two meetings between Servando Gómez Martínez, leader of Templarios, in the state of Michoacán.”

On August 14, Santana, mayor of Huetamo, was arrested on separate charges for extortion and murder.  according to the investigations, the mayor allegedly ordered the murder of her friend Antonio Granados Gomez, with whom she had a personal conflict, the killing took place on 9 April 2013 in the city of Huetamo.
As for Karrum, she has the distinction of being in two "Tuta videos".   The first is one in which she sits down with a representative of Tuta's, "Tony" the plaza chief of Patzuaro.  In a disgusting display of behavior, remember she is the mayor sitting with the organized crime plaza chief of her city.  She grovels, show respect, and even takes his hands in her own as she pleads for answers.
The video shows the two seated at a table, outdoors.  Karrum's objective is to find out answers of why her son in law, Jonathan Noe Rondan, 28, was killed.  Noe Rondan was killed at he was aboard his Jeep Cherokee, on Februrary 28, 2014.  He was shot close range with three bullets to the head.
Karrum explains how her daughter is grieving, and how they always felt safe, and don't know what they did "wrong".
There are two sons in law, apparently the other is named Victor, here is part of the transcript from the video (A is the mayor T is Tony Plaza chief  Management is Tuta):
Tony prompts her to be honest, asks if she thinks they had something to do with the killing.
Karrum says: Well, yes, I feel betrayed, because I have not failed (you), I have not failed you and my life changed.
T:         I understand.
A:        My daughter was left by herself…it’s not fair…you tell me…

T:         When you say you feel betrayed, what are you talking about, honestly?
A:        No, what I want is to know, for you to tell me…I felt very safe with you…but I knew…I felt very sure about you but I must have done something wrong…if I did anything wrong, tell me.
T:         I understand.
A:      No...what I want to know is what happened, whether you know (inaudible) if I could find out who did it, why he did it. My daughter… (inaudible).
T:      Look, let’s start with that. Are you talking about Victor? (A: Yes). Look, Victor and I have a good relationship. Actually, we’ve worked out some good agreements. I was with him 2 days before this happened.
 (A: Yes, he told me.)
T:  We negotiated some agreements and he lived up to them. That is, on our side, it is not logical for us… when I say “us”, I’m speaking for all of management, for all of the company to which I belong. It is not logical for us to want to harm him. I’m telling you this while looking you straight in the eye. I became aware of this at 12:00 at night when I got a call telling me to –There’s your water (flunky delivers the bottled water)—(A: Thank you.) When I got a call telling me to place myself at your orders because your son in law had been killed.
The First thing that came into my mind was Victor, I’ll be frank with you, because I didn’t know you had another son in law.
A:        Yes, there were only two daughters and they’ve told me … (inaudible).
T:       Yes, you told me, M’am. I never met him, I didn’t know anything about him, that he even existed. Believe me, no. I began to investigate. I spoke with Ricardo, Mr. Molina, and I said to him this morning, “Hey, is it true this happened?”, and he says, “Yes”.  So I told him, “Tell me something: They think we did it, right?” And, in so many words, he said, “Yes.”
That was the first…
A:      It’s not what one thinks… but I had my doubts, and I had felt so sure. I had felt so secure with you and they called me … (inaudible).
T:       I spoke with our "management", and the first thing they told me is that we will not charge you this month’s payment. (so compassionate, she doesn’t have to pay piso for a month)
He attempts to convince her that they did not have anything to do with the killing, and says these things happen;

"Just like, you know, in the U.S., which has the best police and the best control, these things happen."
and the video goes on.... it was filmed shortly after the son in law was killed. This is about half of the footage there are 3 parts, but this is a good overview.

Read the  transcript below the video, it is long and repetitious, but has some tidbits on how the relationships work between cartels and municipalities.

Already in custody, the mayors will be formally arrested and moved to a medium security prison in the next few hours.  (next page)

TRANSCRIPT OF CONVERSATION BETWEEN
Mayor of Patzcuaro and Templario  known as “Tony” Translated narrative by Vato
(Scene opens with Mayor and Tony beginning to sit down and asking for drinks. Mayor asks for water at room temperature. Flunkey scoots off to get their orders. “A” = Alcaldesa (Mayor) and “T” = Tony).
00:23
T:         How are you?
A:        Truly?  I don’t know what happened.
T:         Look, we want you to let us know how you feel, we want to be honest, for you to let us know what you feel inside without being afraid of us, being afraid of anything. Please let me know how you feel and we’ll start with that. What do you think about that? We are worried, I want to be honest with you, looking at you in the eyes, because I like to look at you in the eyes because I’m sincere. Well…I know that you are hurting, hurting very much. I want you to tell me what you’re thinking. Honestly and from the heart, that is how we’re going to talk, honestly.
A:        Well, yes, I feel betrayed, because I have not failed (you), I have not failed you and my life changed.
01:27
T:         I understand.
A:        My daughter was left by herself…it’s not fair…you tell me…

02:20

T:         Look, let’s start with that. Are you talking about Victor? (A: Yes). Look, Victor and I have a good relationship. Actually, we’ve worked out some good agreements. I was with him 2 days before this happened. (A: Yes, he told me.) We negotiated some agreements and he lived up to them.
T:         I spoke with our management, and the first thing they told me is that we will not charge you this month’s payment.
A:        And are they saying around there that I…
T:         I swear they’re not saying that.
A:        I’ll keep on doing the same thing, but I was just sitting there…not knowing what… and what’s more, I think it’s better to say what you think…
04:37
T:         No. I’m telling you honestly it was not us. Our management is worried. I tell you honestly, it was not us. The persons who give me orders are very annoyed, just like you are. Why? Just like you’re telling me, we’re supposed to have everything under control, but unfortunately, in Patzcuaro, we cannot move around like we did before. Because as you know, the government…when we had a little more presence in Patzcuaro, we had a little more control. We still do, but it is a little more difficult because there’s so much government around. Just like, you know, in the U.S., which has the best police and the best control, these things happen.
They asked me to… My management explained to me that I was to look for whoever did this, and to talk to you and between the two us, to find out who did this harm. Unfortunately, there was no communication with you because you went somewhere, you were hurt,, you were fearful, whatever. But there is still time for you to tell me … I wish Victor had come with you. I told Mr. Molina that I would guarantee his safety for him to come and talk to me. We would see what came out. Whether there were problems among us, or whether Victor had problems with anybody.
A:        No. Well, you know how everything is, how the work is going, but I cannot accuse anybody…
T:         Look, with Victor we made some agreements that you were involved with and that nobody could negotiate with Carlos. We talked with you, we negotiated some agreements, we are working well together. To such an extent that the persons in management sent word to me to support you and to observe proper form so we would not prejudice you, remember I told you this? (A: Yes.) So that you would be the next congressional delegate, because they saw you as a good candidate, with a good heart, so you would be the next congresswoman. I had that conversation with you. (A: Yes, yes.)
07:05
T:         It’s not logical, on our part, it can’t be… What I’m thinking, things that come into my head, that I’ve heard, a lot of rumors, and that they’re investigating now. And one of those things, I’ll be honest with you, is that it (may have been) revenge by (?Pollo?) over something.
A:        I’ve never even spoken with that man, the truth is I’ve never even talked to him. When I was campaigning, he supported my people and we agreed on one (city) department. Then he took two departments, and towards the end, he wanted three, and I told him, “Sir, the deal was for two”. But I never had any problems with him. But all of a sudden, it looked like he wanted to be in charge, he came to city hall and hung around all day, acting like a boss. But it didn’t bother me, I would just say, “Good morning” to him and leave him there. So I have no idea… I never had problems with him, you know.
T:         But they arrested him…
A:        I didn’t have anything…
T:         I know you didn’t, you have a good heart.

A:        I was not even aware they arrested him. But I don’t think that was even the first time, I believe they had arrested him once before.
T:         Yes. That is…
A:        It’s not logical to think that I would have had him…

T:        That is not the point, not the case. The thing is, I wanted to find out what you thought, whether you think he could have done it? Sent somebody (to do it)? Because what Ricardo told me is that it was a single person (A: Yes.). One person by himself walked up, which is something we don’t do. As you know, we do things differently, we come in a pickup when we have to take care of something. We would never use a single person, to begin with. Somebody could have hired one person, a hoodlum or whatever, they pay them cheap, 20,000 or 30,000 pesos or less, you know, and they’ll go and kill somebody. So we want to know whether he had enemies.
10:22
A:        I feel very safe with you, that’s why I wanted to ask whether he did anything wrong. I know there are codes of conduct that one could violate without knowing. The truth is, I have never failed you, I lived up to the agreement. Speaking from my heart, I’ve never asked for a favor, and now…
T:         Believe me, management is very happy with you. And I personally appreciate something else, that you spoke well of me, because Isabel told me there was a good relationship.
A:        Yes, I think very highly of you. I had nothing else to say…
T:         I’ll tell you one thing: the death of you son in law hurts me deeply, it hurts me, and I speak from the heart. I’m not a hypocrite. I’m being sincere. It hurts me because of you, maybe not because of him, because I did not know him. Because I don’t want… we have a good relationship and, really, those people were trying to harm us.
My management called me, I repeat, and told me, “Bring me the guilty person,” because they did not ask me, they told me. So I’m doing what’s necessary, because if we wait, everything will come out. Because between heaven and earth, nothing can hide, and you know that. And time will prove us right, that it was not us.
And the man, well, again, the management is annoyed, it’s annoyed with what is happening. Yesterday they killed another director of public security, and, again, it was us, you know?! That, supposedly, it was us!.
A:        I’ve never said that you… but, what I’m saying is that you know about everything that happens. I mean, I used to leave work by myself, just with the driver. I never had the police look after me. It was…

Tony pledges to continue the investigation in finding who is responsible for the murder.

The Unspoken War: Blast at Mexican Customs Post Leaves 1 Dead

9/2/2014

MEXICO CITY – An explosion at a customs post on an international bridge in the northern Mexican city of Piedras Negras left at least one person dead and five injured, authorities said.

The blast came “from the inside out” of the tax-police barracks, Piedras Negras Mayor Fernando Puron said on Twitter.

“Once the situation was under control, authorities at the three levels of government launched investigations into the causes of the accident,” he said.

President Enrique Peña Nieto and Finance Secretary Luis Videgaray also took to Twitter to express their condolences to the family of the fatality and to the others involved.

While the authorities have not issued an official version about the possible causes of the incident, sources at the Coahuila state Attorney General’s Office said that preliminary investigations indicate an accumulation of gas.

Piedras Negras is located on the south bank of the Rio Grande across from Eagle Pass, Texas.

Foreign governments come to agreement with Mexican leaders on how to solve Mexico's obesity problem

Governments Agree in Mexico on Policies Favoring Exercise to Fight Obesity

CANCUN, Mexico – Representatives of several Ibero-American governments agreed during a forum in Mexico to implement policies favoring exercise in order to halt the growing problem of obesity and overweight among their populations.

Delegates from Mexico, Spain, Chile, Cuba, Uruguay, Guatemala and Belize taking part in the International Forum “Ponte al 100 sobre Balance Energetico” signed the “Declaration of Cancun” after two days during which measures for combating physical inactivity, overweight and obesity were presented and discussed.

In signing the document the representatives committed themselves to study “the possibility of strengthening at an institutional level all those initiatives that prioritize activity and physical education in order to prevent overweight and obesity.”

“Governments must undertake the role of director and guide in the design, application, oversight and evaluation of inclusive, specific and intersecting public policies and strategies in the medium and long term that will provide the tools necessary to raise awareness and promote a general understanding about adopting healthy lifestyle habits,” the document says.

This is, it adds, because governments are “aware that physical inactivity plays a determining role, not only in the pandemic of overweight and obesity, but in all non-contagious illnesses that strike national economies in their educational and public health systems.”

The document was presented moments before the closure of the two-day forum at the seaside resort of Cancun, and was attended by government and institutional representatives as well as by specialists in the field of obesity and overweight from various parts of the world.

Former Head Of Suriname’s Counter-Terrorism Unit Pleads Guilty In Manhattan Federal Court To Attempting To Support Hezbollah

Son of Suriname President Guilty of Aiding Hezbollah Against USA, Drug Trafficking in New York
Former Head Of Suriname’s Counter-Terrorism Unit Pleads Guilty In Manhattan Federal Court To Attempting To Support Hezbollah, Narcotics Trafficking, and Brandishing a Rocket Launcher

NEW YORK -- Dino Bouterse, the son of the President of Suriname and previously head of Suriname’s Counter-Terrorism Unit, pled guilty Friday in Manhattan federal court in connection with his attempt to provide material support and resources to Hezbollah, a designated terrorist organization, along with narcotics trafficking and firearms offenses. Bouterse, who was arrested in Panama on August 29, 2013, and arrived in the United States on August 30, 2013, pled guilty before U.S. District Judge Shira A. Scheindlin.

“Today, a supporter of terrorism, who was in a position of national power in Suriname and presented himself as an opponent of terrorism, has pled guilty. In addition to conspiring to import cocaine into the United States, Dino Bouterse has acknowledged that he attempted to provide material support to Hezbollah. Now he faces, at a minimum, 15 years in prison,” said Manhattan U.S. Attorney Preet Bharara.

Bouterse's father, Dési Bouterse, is a former army officer and military dictator who was elected to office in 2010. After a 1980 coup, Lt. Colonel Bouterse had ruled Suriname behind a series of puppet Presidents until a new constitution was passed and democracy restored in 1990.

According to the Indictment and other documents, in 2013, Bouterse used his position to assist individuals he believed were members of Hezbollah who intended to conduct terrorist attacks against American interests. In exchange for a multimillion-dollar pay-off, Bouterse agreed to allow large numbers of purported Hezbollah operatives to use Suriname as a permanent base for, among other things, attacks on American targets. In furtherance of his efforts to assist Hezbollah, Bouterse supplied a false Surinamese passport to a purported Hezbollah operative, who in actuality was an undercover law enforcement officer, for the purpose of clandestine travel, including travel to the United States, began determining which heavy weapons he could provide to Hezbollah, and indicated how Hezbollah operatives, supplied with a Surinamese cover story, could enter the United States.

In June 2013, Bouterse and his co-defendant, Edmund Quincy Muntslag, met in Suriname with DEA confidential sources (the “CSs”), in a local government office, to discuss importing cocaine into the United States using commercial airline flights. During the meeting, Bouterse showed the CSs a rocket launcher and a kilogram of cocaine.

Approximately one month later, Bouterse and Muntslag worked to provide transportation and security for cocaine being sent through Suriname to the United States. As a test run, Bouterse and Muntslag sent 10 kilograms of cocaine on a commercial flight departing from Suriname. Bouterse personally verified the arrangements for the 10-kilogram cocaine shipment in a text message. The cocaine was intercepted by law enforcement officials after it departed Suriname.

In July 2013, Bouterse met with one of the CSs to discuss opening Suriname to the CSs’ purported Hezbollah associates.

Later that month, Bouterse met in Europe with one of the CSs and with two other men who purported to be associated with Hezbollah. During this meeting, Bouterse discussed initially hosting 30 to 60 Hezbollah members in Suriname for training and operations. He also indicated that he wanted a Hezbollah cell in Suriname, in part, to act as a personal armed force.

Bouterse confirmed his understanding that the purported Hezbollah operatives would operate in South America against American targets, and he agreed to supply Surinamese passports to the operatives — and to assist with their applications for visas to travel from South America into the United States. In addition, in response to a request for surface-to-air missiles and rocket-propelled grenades, Bouterse stated that he would need “two months” and that he would provide a list of what he could supply.

Finally, at the July 2013 meeting in Europe, Bouterse agreed to create a false Surinamese passport for one of the purported Hezbollah operatives, so that Bouterse and the Hezbollah operative could travel to Suriname to inspect the facilities that Bouterse had agreed to prepare for the Hezbollah contingent.

At a subsequent meeting in August 2013, Bouterse delivered a Surinamese passport with false identifying information to a purported Hezbollah operative. As had been discussed at the July 2013 meeting in Europe, the purported Hezbollah operative was to use the fraudulent passport to travel to Suriname. Bouterse indicated that everything was ready in Suriname for the arrival of the purported Hezbollah members, and that some “toys,” or weapons, would be available for inspection.

Muntslag was arrested on August 29, 2013, in Trinidad and Tobago, and is pending extradition to the United States to face a narcotics importation charge in the Indictment.

Bouterse, 41, pled guilty to one count of attempting to provide material support to Hezbollah, a designated foreign terrorist organization, one count of conspiring to import cocaine into the United States, and one count of carrying a firearm in connection with the conspiracy to import cocaine. Those charges carry a maximum term in prison of life, and a mandatory minimum term in prison of 15 years.

The charge against the remaining defendant, Edmund Quincy Muntslag, is merely an allegation, and he is presumed innocent unless and until proven guilty.

In 2000, Dino Bouterse's father, President Desi Bouterse, was himself convicted in absentia of drug trafficking by a court in the Netherlands. He has always denied the charges.

Wikileaks cables released in 2011 reveal that the elder Bouterse was involved in drug-trafficking until atleast 2006. The cables report the connection between Bouterse and top Guyanese criminals Roger Khan and Eduardo Beltran. Khan was believed to help Bouterse's financial situation by giving him the means to supplement his income through narcotics trafficking. According to the cables Bouterse met Roger Khan several times in Nickerie at the house of MP Rashied Doekhi, who is a prominent member of Bouterse's political party. The cables also report that Bouterse and Khan were plotting to assassinate then minister of Justice Chan Santokhi and attorney general Subhaas Punwasi.

Khan who is known as the Guyanese Pablo Escobar and is believed responsible for almost 200 murders in Guyana was arrested in Paramaribo in June 2006 in a sting operation by the Surinamese police. By order of then Minister of Justice Chan Santokhi, Khan was deported to the United States of America where he was sentenced to 40 years imprisonment on charges of smuggling large amounts of cocaine into the United States of America, witness tampering and illegal possession of firearms.

STATEMENT OF THE GOVERNMENT OF SURINAME ON THE CASE USA v. DINO BOUTERSE

The Government of the Republic of Suriname wishes not to react to the recent developments in the court case of the United States of America against Dino Bouterse.

The Government, however, wishes to emphasize the following:

  1. At no point in time and in no manner whatsoever have terrorist organizations been active within the territory of the Republic of Suriname. Court documents reflect that this was an undercover operation in which only US agents and informants were involved, neither of whom were terrorists or drug cartel members.
  2. Dino Bouterse has never held the position of Head of the Counter Terrorism Unit (CTU). During the start up phase of this unit, Bouterse was merely appointed as trainer and instructor. To date, the only, and first, person to hold the position of Head of the CTU is Captain Giovanni Nijbroek. Hence, Dino Bouterse lacked at all times the authority and capability to lend support to setting up terrorist bases and camps in Suriname.
  3. Suriname and the United States of America, together with international organizations, have consistently been working closely in the area of counter terrorism and intelligence sharing. Suriname unequivocally continues this cooperation in the future.

Fidel Castro Still Spewing Communist Propaganda. Rails at Western “Imperialism”

Fidel Castro Rails at Western “Imperialism”

HAVANA – Fidel Castro on Monday attacked the alleged imperialism of the United States and its allies, accusing them of promoting conflicts in third countries and comparing the style of recent statements by NATO spokespeople with those of the Nazis.

“Hitler’s empire, inspired by greed, passed into history without any more glory than the encouragement provided to the bourgeois and aggressive governments of NATO, which makes them the laughingstock of Europe,” Cuba’s former leader wrote in an essay published in Communist Party daily Granma.

The 88-year-old Castro asks if, instead of promoting conflicts, “it would not be preferable to fight to introduce more food, build hospitals and schools for the billions of human beings who desperately need them.”

“We have a rather powerful adversary as our closest neighbor: the United States. We warn him that we would resist the embargo, although it means a very high cost for our country. There is no worse price than capitulating before an enemy who attacks you without any right to do so,” Castro said.

“When the USSR disintegrated and disappeared from the socialist landscape, we continued resisting and together, the state and the revolutionary people, we’re continuing our independent march,” said Castro, who handed over power to younger brother Raul in July 2006 after falling gravely ill.

The leader of the Cuban revolution also discussed the role of the Soviet Union in the world historical context.

The Soviet state, Fidel said, was “a union capable of gathering its resources and sharing its technology with a large number of weak and less developed nations, the inevitable victims of colonial exploitation.”
