An African-American man is facing federal charges for allegedly mailing to O'Fallon authorities a threat ostensibly from the Ku Klux Klan warning them to remove blacks from O'Fallon or their homes would be burned down.
Justin Lamar Kidd, 28, formerly of O'Fallon, has been charged with two counts of maliciously conveying a false threat, court documents state. A conviction on each charge carries a maximum sentence of 10 years imprisonment.
Kidd allegedly mailed the following letter to the O'Fallon Police Department on Nov. 9, 2006: "Get all the blacks from Chevy Chase Apartments from out of O'Fallon before we burn the [w]hole complex down. KKK warning." That was followed by the following letter mailed to O'Fallon City Hall on Nov. 18, 2006: "Get all the blacks out of O'Fallon before we start burning the[ir] houses down. KKK warning."
Kidd, who is being represented by a public defender, has been granted a motion for a competency hearing. He will undergo a mental evaluation that will be filed with the court within 30 days.
Kidd was placed in federal custody after his arrest Wednesday.
