After hearing the president's plan, Standard & Poor's downgraded the U.S. Sovereign debt outlook to "negative." Ah, the fine art of understatement. In 1940, after the fall of France and the evacuation from Dunkirk, presumably they downgraded Britain's outlook to "spot of bother."
At the world's first "Presidential Facebook town hall meeting" on Wednesday, even Obama had a hard time taking his "plan" seriously. Sometimes he referred to it as a 12-year plan, sometimes 10 years, sometimes saving four trillion, sometimes saving two trillion. So will the Obama plan save four trillion over 12 years or two trillion over 10?

The president's plan is to balance the budget by climbing into his Little Orphan Obammie costume and singing: "The sun'll come out tomorrow/Bet your bottom dollar that tomorrow there'll be sun." We've already bet our bottom dollar and it's looking like total eclipse. But Obammie figures if we can only bet Daddy Warbucks' bottom dollar the sun will shine. The "rich" don't have enough money to plug the gap: As a general principle, whatever the tax rates, the Treasury can never take in more than about 19 percent of GDP. Since Obama took office, the government's spent on average 24.4 percent of GDP.
That five-point gap cannot be closed, and it's the difference between the possibility of a future and the certainty of utter ruin. Hence, outlook "negative."
By the way, if you were borrowing (as the United States government does) $188 million every hour, would your bank be reassured by a 12-year plan?
That's 2023. Go back 12 years. That's 1999. Which, if any, politicians correctly identified the prevailing conditions in the America of 2011? Most of our problems arise from the blithe assumptions of the political class about the future. European welfare systems assumed a mid-20th century fertility rate to sustain them. They failed to foresee that welfare would become a substitute for family and that Continentals would simply cease breeding. Bismarckian-Rooseveltian pension plans assumed you'd be living off them for the last couple of years of your life. Instead, citizens of developed nations expect to spend the final third of their adult lives enjoying a prolonged taxpayer-funded holiday weekend.
What plans have you made for 2023? The average individual attempts to insure against future uncertainty in a relatively small number of ways: You buy a house because that's the surest way to preserve and increase wealth. "Safe as houses," right? But Fannie/Freddie subprime mumbo-jumbo and other government interventions clobbered the housing market. You get an education because that way you'll always have "something to fall back on." But massive government-encouraged expansion of "college" led Americans to run up a trillion dollars' worth of student debt to acquire ever more devalued ersatz sheepskin in worthless pseudo-disciplines. We're not talking about the wilder shores of the stock market – Internet start-ups, South Sea bubbles and tulip mania – but two of the safest, dullest investments a modestly prudent person might make to protect himself against the vicissitudes of an unknown future. And we profoundly damaged both of them in pursuit of fictions.
I don't claim absolute certainty about what the world will be like in 2023, but I know what our governing class is telling us. At Tufts University, Nancy Pelosi urged her "Republican friends" to "take back your party, so that it doesn't matter so much who wins the election – because we have shared values about the education of our children, the growth of our economy, how we defend our country, our security and civil liberties, how we respect our seniors. Elections shouldn't matter as much as they do."

More evidence of guns pouring into Mexico--from the south
Evidence continues to mount that contrary to claims on the part of those who would use Mexican drug war violence to justify heavier gun regulation in the U.S., the civilian gun market in this country is at most a very minor player as a source of the criminals' firepower--at least when the U.S. government isn't abetting the process. U.S. households are now getting more in cash handouts from the government than they are paying in taxes for the first time since the Great Depression.
Households received $2.3 trillion in some kind of government support in 2010. That includes expanded unemployment benefits, as well as payments for Social Security, Medicare, Medicaid, and stimulus spending, among other things.
But that’s more than the $2.2 trillion households paid in taxes, an amount that has slumped largely due to the recession, according to an analysis by the Fiscal Times.
Also, an estimated 59% of the 308.7 million Americans in this country get at least one federal benefit, according to the Census Bureau, based on 2009 data. An estimated 46.5 million get Social Security; 42.6 million get Medicare; 42.4 million get Medicaid; 36.1 million get food stamps; 12.4 million get housing subsidies; and 3.2 million get Veterans' benefits.
And the handouts from the government have been growing. Government cash handouts account for a whopping 79% of household growth since 2007, even as household tax payments--for things like the income and payroll tax, among other taxes--have fallen by $312 billion............

Baby Body Parts Found Outside El Paso [TX] Abortion Clinic
UPDATE AND ACTION: El Paso police are refusing to release this child into the hands of those who are wanting to provide a proper burial. Police say that they are going to give the remain of the child to an environmental group to dispose of. Call the El Paso police department and demand justice for this child! This baby deserves to be treated with dignity and respect. Demand a proper burial for this tiny child! Please call 915-564-7000.

Airport passenger screener charged in distributing child pornography
A passenger screener at Philadelphia International Airport is facing charges that he distributed more than 100 images of child pornography via Facebook, records show.
Federal agents also allege that Transportation Safety Administration Officer Thomas Gordon Jr. of Philadelphia, who routinely searched airline passengers, uploaded explicit pictures of young girls to an Internet site on which he also posted a photograph of himself in his TSA uniform.
Homeland Security agents arrested the TSA officer March 24, and he is being held without bail.
Although the case was unsealed Thursday, neither the indictment nor the news release mentioned Gordon's job searching airline passengers for TSA.
The arrest comes as TSA grapples with several other incidents involving screeners, including a YouTube video posted last week by parents angry about the pat-down their 6-year-old daughter received at an airport in New Orleans. TSA officials said the pat-down was proper; the parents said the girl was "groped."
Citing privacy rules, TSA spokeswoman Ann Davis would not say if Gordon has been suspended from his job, but noted that he had been in federal custody since his arrest.
"We can assure the public that he is no longer working at the airport," Davis said.
Gordon began working as a TSA screener at the Philadelphia airport in December 2005, Davis said. The airport has 900 screeners, she said.
If convicted of the child pornography charges, Gordon, 46, faces a minimum mandatory sentence of five years. The maximum prison term is 250 years and the top fine is $3.2 million.
Gordon is paid $37,000 annually as a TSA screener, records show. He has no prior criminal record, officials said.
Assistant U.S. Attorney Michael Levy, chief of his office's child exploitation unit, declined to comment Friday.
Gordon's lawyer, Elizabeth Toplin, an assistant federal public defender, could not be reached for comment via e-mail or phone late Friday.
Tipped by the Delaware County District Attorney's Office, federal agents began investigating Gordon on March 10, according to an affidavit from a Homeland Security Investigations agent.
The tip allegedly included evidence that Gordon had uploaded five explicit photographs of young girls onto the web site Photobucket.
The federal agent alleged that Gordon's Photobucket account also included a picture of him wearing his blue TSA uniform.
The indictment alleges that Gordon used at least six Facebook accounts and employed multiple names "to upload and store images of sexual exploitation of minor children."
The charges detail 104 illicit photographs allegedly uploaded over four weeks in February.
Authorities also seized from Gordon an HP laptop and a four-gigabyte flash drive that they say contained more than 600 images or movies containing child pornography, according to court filings.
Gordon's job as a TSA screener was in jeopardy last year for unrelated reasons, according to an online newsletter of the American Federation of Government Employees.

Has President Barack Obama been deceiving America, with his Ethics Executive Order 13490? It certainly appears that the actions of the Obama Administration are far from his recent statement that he has “put into place the toughest ethics laws of any Administration in history [pause] in history.” A host of Obama’s appointments call into question the President’s commitment to his own Ethics Order. Each of these actions benefits Big Labor Bosses, but undercuts those forced to pay union dues and fees as a condition of employment.

During a recent speech at Cleveland State University focused on small business in Ohio, President Obama described a goal of “knocking down barriers that stand in the way of your growth.” Unfortunately, his EPA couldn’t be more in the dark about how to translate that message into practice – with the agency poised to adopt more than 30 new, major regulations and over 170 major policy rules in the next several months.
Even with 14 million Americans out of work and an economy still searching for light at the end of the tunnel, the EPA is poised to enact a series of back-door mandates that will stifle economic growth. And with the speed that this runaway train is traveling, people in states like Ohio should be scared of the “Train Wreck” headed towards a town near you.
Unfortunately, everyday Americans may not realize the impact of the EPA’s “Train Wreck” of new regulations on jobs, the economy and price of essential energy until it’s too late. The truth is, even the EPA itself doesn’t quite know what these regulations might cost to implement – although various outside analysts seem to agree that, at minimum, the 10 major rules that the EPA issued in 2010 could cost the economy at least $23 billion and nearly one million jobs.
No one can say for sure how my home state,Ohio,will be impacted; we do know that Ohioans will not fare well. That’s because coal generates close to 90 percent of net electricity in Ohio and energy consumption in the state’s industrial sector ranks among the highest in the nation. Put another way, the EPA’s “Train Wreck” will destroy Ohio’s main electricity source.
According to analysts, this assault on Ohio’s coal-burning power plants transfers directly into at least 10 plant shutdowns and over 1,000 job losses. According to a report from the United Mine Workers of America, national job losses associated with the closure of EPA-targeted coal units could be significant, amounting to more than 50,000 jobs in the coal, utility and rail industries. With Ohio’s unemployment rate still above 9 percent, the EPA “Train Wreck” would clearly be a major blow to my state.

I've been wrong about Obama
It is time for me to do something that I’m sure many will find surprising. I’ve been wrong about Obama. Please forgive me. (See helpful links behind Headline)
I have to admit it. After a lot of soul searching and internal debate, I have come to the conclusion that I have been incorrect and inappropriate when assigning motives to his actions and now I see the logic. I really have been way off base. I was wrong to assign motives to his policies based on my own narrow and ignorant views and experiences.
Am I turning into a liberal? Not a chance.
As most of the readers here have seen, I have written a lot about energy and energy policy because my career is in the oil and gas sector, primarily the deepwater/subsea end. I have been particularly critical of the president and his administration for the dire situation of the industry in my home market, the Gulf of Mexico, and I have ascribed Obama’s motives to attempt to strangle this domestic industry to his ties to the leftist environmental lobby. When viewed from this narrow perspective, this makes sense. Why else, in the age of $5 a gallon gasoline, would he turn his back on a critical industry?

The U.S. is going to lend billions (2 billion to be exact. Ed.) of dollars to Brazil’s state-owned oil company, Petrobras, to finance exploration of the huge offshore discovery in Brazil’s Tupi oil field in the Santos Basin near Rio de Janeiro. Brazil’s planning minister confirmed that White House National Security Adviser James Jones met this month with Brazilian officials to talk about the loan.
Obama promises to buy the oil from Brazil that we financed:
“We want to help you with the technology and support to develop these oil reserves safely. And when you’re ready to start selling, we want to be one of your best customers. At a time when we’ve been reminded how easily instability in other parts of the world can affect the price of oil, the United States could not be happier with the potential for a new, stable source of energy.” – White House Press Briefing, March 19th
So what, right? Since we import oil anyway, what’s wrong with helping develop foreign sources? Let’s look a little deeper.
Look at Venezuela, second only to Saudi as an OPEC import partner:
In February of 2007 Hugo Chavez signed a decree to nationalize the oil industry in the world’s fifth-largest crude oil exporter. Candidate Obama stated that he would cut oil imports 30%, including oil from Venezuela.
In 2009, President Barack Obama, while attending the Summit of the Americas in Trinidad, fulfilled one of his more ill considered campaign promises, talking to dictators without precondition. Smiling, he shook hands with Venezuelan dictator Hugo Chavez.

What has the administration done? Nothing of substance – a lot of talk and some harshly worded letters (reminds me of Team America: World Police). Why aren’t we doing anything? CITGO is the national oil company of Venezuela and it operates in the US, yet we continue to send money to Chavez on both the wholesale and the retail end.
To answer that, we have to look at Obama and his true motives. This situation is being used covertly to achieve one of his Marxist goals, and that is to redistribute American wealth to his fellow socialist/Marxist friends.
When you look at Obama’s “Apology Tour”, his inability to express a belief in American exceptionalism, his foreign policies designed to strip the US of its traditional global leadership position and make us “one of many” nations (nothing special, just one of the boys) and his domestic policies designed to disadvantage industries that have been the historical drivers behind American supremacy, the picture starts to come into focus.
One of the primary charges that the Left around the world is that America’s prosperity is derived from America taking advantage of the rest of the world – we rape the Third World to advantage our own people. Everybody has heard the old saw that “America has 2% of the world’s oil reserves and yet uses 25% of the oil”.

Accepting the green and yellow mantle of power from her immensely popular mentor, former Marxist guerrilla Dilma Rousseff was sworn in Saturday as Brazil’s first female president and faced two immediate tasks: keeping the booming economy on track and fleshing out Brazil’s developing role on the world stage.
Rousseff’s personal history reads like a graphic novel of Marxist activism…and by “Marxist guerrilla”, the LA Times means that she participated in the militant activities of the Comando de Libertação Nacional—COLINA (English: National Liberation Command) and advocated Marxist politics among labor union members. This little club was primarily known for a handful of bank robberies and stolen cars until a police raid led to the death of 2 policemen.
Obama agrees and shares policy positions with these two Marxist leaders. He envies the policies of Chavez, longing to do what Chavez has done (Democrats Maxine Waters, Maurice Hinchey and Ed Markey have all called for nationalization of the oil industry), fortunately our elective form of government has prevented a “full Hugo” and has a least limited BHO to “Marx Lite”. You know that he must envy the street cred of Comrade Rousseff compared to his dilettante background. Shew actually did the “Marxist struggle/violent insurrection” thing.

Sterilizing Those Pesky Humans: Earth Day with Paul Ehrlich
Every April 22 is Earth Day. As one who studies Soviet Russia, I can’t help but notice that the day coincides with the birthday of Vladimir Lenin. The inaugural Earth Day occurred April 22, 1970, no less than Lenin’s birth centennial.
This is most ironic. Lenin is a decaying symbol of central planning, which, regrettably, is the ideological preference of many of those filling the streets on Earth Day. Although Lenin was a collectivist, not an environmentalist, he is frequently recycled, as mortuary specialists from Russia’s health ministry regularly re-embalm him in his tomb.
Lenin had no respect for life. He declared certain people “harmful insects.” In Lenin’s deadly worldview, pesky humans were not precious, special, unrepeatable; they were disposable.
That brings me to a living symbol of Earth Day: Paul Ehrlich. Dr. Ehrlich’s explosive bestseller, The Population Bomb, inspired the freshman class that first Earth Day, embodying the wildest fears of apocalypse mongers. The great Johnny Carson was, sadly, one of Ehrlich’s dupes, giving him a platform on “The Tonight Show” dozens of times.
Much has been said about Ehrlich’s book. But as author John Berlau reports, one item has been conveniently sunk into a land-fill. “He [Ehrlich] flirted with a proposal to require adding contraceptive material to all food items in the United States,” writes Berlau in Eco-Freaks. “But Ehrlich’s most drastic—and contemptuous—measures were reserved for the third world. Ehrlich advocated that all men in India who had three or more children be forcibly sterilized.”
Really? That was something I needed to see for myself, certainly never learning this in my public education. So, I tracked down a September 1971 edition of The Population Bomb.

The cover story for the Easter Week edition of Time magazine is about Rob Bell’s book, Love Wins. Bell, perhaps the most widely known of a group of young supposedly evangelical writers who emphasize “love” and dismiss the Biblical view of judgment/retribution (referred to in Christian circles as “hell), has prompted discussions throughout the church and, indeed, throughout a wide swath of American culture, about the meaning of Christianity and the basic theological doctrines that comprise Biblical Christianity.....

U.S. multinational corporations, the big brand-name companies that employ a fifth of all American workers, have been hiring abroad while cutting back at home, sharpening the debate over globalization's effect on the U.S. economy.
The companies cut their work forces in the U.S. by 2.9 million during the 2000s while increasing employment overseas by 2.4 million, new data from the U.S. Commerce Department show. That's a big switch from the 1990s, when they added jobs everywhere: 4.4 million in the U.S. and 2.7 million abroad.

"Dinner with Barack" fundraisers broke Federal law
After posting yesterday about the perils of using raffles as campaign fundraisers in Florida, I was contacted by Jessica Robinson - associate general counsel at AFSCME (and perhaps the nation's foremost expert on raffle laws) - who offered more insight into the legalities of raffles.
Here is what Jessica had to say:
"I've discovered that, as far as I can tell, Missouri is the only state that does not regulate raffles. Many states, perhaps a majority, prohibit lotteries (including raffles) for political purposes. Most of those that do permit the political use of lottery proceeds require organizations conducting the raffles to undertake some sort of registration with the state or a local government entity, require the entity conducting the raffle to qualify for a gambling permit or license, restrict the value of prizes offered, limit the amount charged for a raffle ticket, require periodic reports with the government, confine the conduct of the raffles to particular location, require extensive background checks for those individuals responsible for the conduct of the raffle, etc.
California (which does not permit the use of raffles for political fundraising) prohibits the use of the internet for raffle advertisements. Hawaii (and perhaps one other jurisdiction - Kansas, maybe?) strictly prohibits the use of lotteries for any purpose.
It is legally impossible to conduct a nationwide raffle, whether the funds are being used for political purposes or not. This, of course, is of great importance, because running an interstate gambling operation that does not comply with the laws in each state in which it is being conducted subjects you to both criminal and civil penalties under the Federal RICO statute.
The trick that keeps you out jail is to offer an 'alternative method of entry' that does not require payment of consideration. For instance, you can allow participants to enter for a chance to win by mailing in a 3X5 card with the participant's name and contact information. (Although, that particular method of entry is not permitted in Vermont, which treats the payment of postage as consideration.) These types of fundraising mechanisms are generally known as 'sweepstakes.'
But, you should also beware of political sweepstakes - a handful of states also require organizations conducting sweepstakes to register with the state!"

Another Mass Grave Discovered in Mexico
DURANGO, MEXICO - Investigators have discovered another mass grave with at least 26 bodies
Today, authorities will continue searching a site in the city of Durango. The bodies were found on a lot belonging to an auto body shop in a residential area.
So far, none of the victims has been identified. The remains are reportedly badly decomposed.
The grisly discovery comes just a week after authorities in Tamaulipas found at least 116 bodies in multiple mass graves near the town of San Fernando. That's about 90 miles south of Brownsville.
Another 72 bodies were found in San Fernando last August.

Iranian Basiji students head to Bahrain on their own flotilla
Two hundred Iranian pro-regime students, members of the Basiji militia, stationed in the gulf city of Bushehr have sailed to Bahrain on their own flotilla to join the Bahraini Shiite protesters.
In an interview with the Iranian Student’s News Agency, Abbas Aalizadeh, public relations spokesperson for the so-called students claimed that this was ‘a spontaneous act on the part of the students and that they were not acting as anyone’s proxy and the ships were privately owned.’ Aalizadeh added: “We are determined and we will stay on our path to see the mission through.”

You can’t just walk into the Amigo plant, a heavily fortified factory on Ladipo Oluwole Street. Lined with security cameras and a fence topped with razor wire, it looks more like a maximum-security facility than a manufacturing plant.
Teenagers and younger children start arriving by 5am on foot from the working-class suburbs, all hoping they will make it to the factory floor.By 7.30am, the gates are open. The lucky ones are selected and given an ad hoc ID card. Workers get an hour’s break and work ends at 5pm. They receive N800 daily, just over $5, equivalent to around $0.60 an hour.
The children are full of praise for the Chinese owners. “I have to work here so that I can save to buy my high school certificate form. If not for these Chinese, who will employ me?” asks one young worker called Njideka. “Our big men in Nigeria don’t start factories, they buy plenty, plenty of cars and jeeps. At least these Chinese are trying,” .
“My friend took me to her uncle to see if I can get any job, but the man wants ‘something’ from me before he will give me a job. But even if I give him that ‘thing’, I am not sure I will still get the job, so I walked here to the Chinese factory. It’s tough, but what alternative do I have, unless I stay at home and starve?”

Racial Discrimination, Preferences, and Selective Enforcement by the Obama Administration
The cumulative evidence of pervasive racialism within the administration should no longer escape the attention of congressional oversight. Although isolated instances of racial bean-counting could be found in previous administrations, racial and ethnic preferences/selectivity appears to have infected policymaking at a variety of levels within this administration. Some of the preferences are garden-variety, others far more consequential. Consider just a few:
As Andy McCarthy noted a couple of days ago, there are allegations that political appointees within the Department of Justice quashed indictments against certain co-conspirators in the Holy Land Foundation terrorist-funding case in order to promote “Muslim outreach.”
The administration is in the process of paying settlements to black farmers allegedly denied loans by the USDA between 1983 and 1997 (Pigford v. Glickman). The administration has diluted the standard for qualifying for settlement payments to the level of absurdity. How absurd? There are now more than 90,000 claimants seeking compensation of at least $50,000 (one settlement alone was for $13,000,000; more than $2,250,000,000 will be paid out). The problem is that between 1983 and 1997 there were nowhere near 90,000 black farmers in the entire U.S. In fact, the USDA says that in 1997 there were only 18,500.
DOJ dismissed a voter-intimidation lawsuit it had already won against two members of the New Black Panther Party. Strong circumstantial evidence indicates that this wouldn’t have happened if the defendants had been white.
The uncontroverted testimony of two whistleblowers within DOJ shows that the administration has enunciated a policy and tolerates a practice of enforcing voting-rights laws in a racially discriminatory manner.
Unlawful racial preferences are embedded in multiple pieces of legislation promoted by the administration, ranging from Obamacare to Dodd-Frank.
Unlawful racial preferences appear in proposed regulations published in the Federal Register on almost a weekly basis.
This isn’t simply smiley-face multiculturalism run amok. When the executive branch casually engages in racial/ethnic discrimination, it shouldn’t escape the scrutiny of the other two branches.
We were told that this administration would transcend race. Instead, it seems mired in it.

"..Inked on the pudgy chest of a young Pico Rivera gangster who had been picked up and released on a minor offense was the scene of a 2004 liquor store slaying that had stumped Lloyd for more than four years.
Each key detail was right there: the Christmas lights that lined the roof of the liquor store where 23-year-old John Juarez was gunned down, the direction his body fell, the bowed street lamp across the way and the street sign — all under the chilling banner of RIVERA KILLS, a reference to the gang Rivera-13.
As if to seal the deal, below the collarbone of the gang member known by the alias "Chopper" was a miniature helicopter raining down bullets on the scene.
Lloyd's discovery of the tattoo in 2008 launched a bizarre investigation that soon led to Anthony Garcia's arrest for the shooting. Then sheriff's detectives, posing as gang members, began talking to Garcia, 25, in his holding cell. They got a confession that this week led to a first-degree murder conviction in a killing investigators had once all but given up hope of solving.
For Lloyd, the image on the chest of the delicate, doe-eyed gang member brought back a rush of memories. The snapshot was taken inside the sheriff's Pico Rivera station after Garcia was arrested in a routine traffic stop and booked on suspicion of driving with a suspended license.
Before they are released, suspected gang members typically are asked to remove their shirts and have their tattoos photographed by graffiti team deputies. Taggers often mark their own bodies with the same signatures they spray on buses and storefronts — and eyewitnesses to crimes sometimes help close cases by recalling distinctive tattoos.
Homicide Lt. Dave Dolson said gang members frequently get symbolic tattoos to bolster their street cred: three dots on the hand to signify "mi vida loca" ("my crazy life"), sketches of prisons where they've done time, gang insignia prominently stenciled on their heads and torsos.
But a tattoo laying out a detailed picture of a crime scene is something far outside the norm. "I haven't seen it before, and I haven't heard of anything like it either," Dolson said.
Garcia's tattoo shows a man with the body of a peanut being hit by bullets and falling back toward the liquor store. In gang slang, the word "peanut" is used to derisively describe a rival gang member.

"..Inked on the pudgy chest of a young Pico Rivera gangster who had been picked up and released on a minor offense was the scene of a 2004 liquor store slaying that had stumped Lloyd for more than four years.
Each key detail was right there: the Christmas lights that lined the roof of the liquor store where 23-year-old John Juarez was gunned down, the direction his body fell, the bowed street lamp across the way and the street sign — all under the chilling banner of RIVERA KILLS, a reference to the gang Rivera-13.
As if to seal the deal, below the collarbone of the gang member known by the alias "Chopper" was a miniature helicopter raining down bullets on the scene.
Lloyd's discovery of the tattoo in 2008 launched a bizarre investigation that soon led to Anthony Garcia's arrest for the shooting. Then sheriff's detectives, posing as gang members, began talking to Garcia, 25, in his holding cell. They got a confession that this week led to a first-degree murder conviction in a killing investigators had once all but given up hope of solving.
For Lloyd, the image on the chest of the delicate, doe-eyed gang member brought back a rush of memories. The snapshot was taken inside the sheriff's Pico Rivera station after Garcia was arrested in a routine traffic stop and booked on suspicion of driving with a suspended license.
Before they are released, suspected gang members typically are asked to remove their shirts and have their tattoos photographed by graffiti team deputies. Taggers often mark their own bodies with the same signatures they spray on buses and storefronts — and eyewitnesses to crimes sometimes help close cases by recalling distinctive tattoos.
Homicide Lt. Dave Dolson said gang members frequently get symbolic tattoos to bolster their street cred: three dots on the hand to signify "mi vida loca" ("my crazy life"), sketches of prisons where they've done time, gang insignia prominently stenciled on their heads and torsos.
But a tattoo laying out a detailed picture of a crime scene is something far outside the norm. "I haven't seen it before, and I haven't heard of anything like it either," Dolson said.
Garcia's tattoo shows a man with the body of a peanut being hit by bullets and falling back toward the liquor store. In gang slang, the word "peanut" is used to derisively describe a rival gang member.

The United States is in the middle of a devastating long-term economic decline and it is getting really hard to deny it. Over the past year I have included literally thousands of depressing statistics in my articles about the U.S. economy. I have done this in order to make an overwhelming case that the U.S. economy is in deep decline and is dying a little bit more every single day. The 2011 Private Wealth Report, published by China Merchants Bank and business consulting firm Bain & Company, showed that the number of high net worth individuals (HNWIs) in China exceeded 500,000 in 2010, 19 percent more than in 2009.
According to the study, those who have at least 10 million yuan ($1.53 million) worth of individual assets (financial assets, not including their primary residence) available for investment are defined as HNWIs.
Among that group, nearly 60 percent are either considering emigration through investment overseas or are already finalizing the process.
Among those with at least 100 million yuan in individual investment assets, 27 percent have already emigrated, and 47 percent are considering leaving China.
The report concluded that "investment immigration" is becoming a trend on the mainland, highlighted by a 73 percent compound annual growth rate of those whose investments helped them immigrate to the US in the past five years.
The result is in line with statistics from another agency. According to the Beijing Entry & Exit Service Association, more than 1,000 people applied for investment immigration to the US in 2009, doubling the figure from 2008.......

The nationwide survey by Ipsos Reid, conducted exclusively for Postmedia News and Global TV, reveals a historic shift in public opinion has occurred as the political parties have fought for votes in this campaign.
If an election were held now, Stephen Harper’s Conservatives would receive 43 per cent of the vote among decided voters, up two points from two weeks ago.
The New Democrats, who are on a roll after Layton put in solid performances in the two leaders debates, would receive the support of 24 per cent of voters — up by five points.
This is the first time in 20 years that the federal NDP has been ahead of the Liberals in the polls.

So begins a song about climate change, available for downloading from the EPA's Web site. The EPA says we should "blast out" the song at our Earth Day celebrations -- "because if this won't save the planet nothing will."
The song tells children, "The climate is changing and that’s a fact, bears don’t know when to take a nap, On top of that it won’t be cool when the flood waters rise and mosquitoes rule."
According to the Washington Times, the song was recorded by Ted Coopwood of the EPA's Office of Children’s Health Programs, who has written a number of raps intended to galvanize kids to take an interest in the environment.

He is still trying to understand how it happened. How his son went from a happy young man with a bright future to an accused murderer who claims it was an act of jihad and that he would have killed more people if could have.
Melvin Bledsoe isn't hiding from his son's path to violence. He testified about it on Capitol Hill, drawing dismissive comments from members of Congress, including one who all but blamed him for his son's actions. In an interview with the Investigative Project on Terrorism, Bledsoe details his son's spiral into radical Islam and his family's efforts to thwart it.
The Bledsoe family wasn't thrilled when their son Carlos gave up being a Baptist and converted to Islam in 2004. He changed his name to Abdulhakim Mujahid Muhammad and engaged in a series of behavioral changes. He saw his family less. He set his dog free in the woods because he believed Islam regarded dogs as unclean. He tried to remove a picture of Dr. Martin Luther King from the wall of the family home on grounds that Islam prohibits "worshipping" anyone but Allah.
Then, Carlos/Abdulhakim dropped out of Tennessee State University in Nashville about a year after enrolling. He had planned to major in business and take over the family's tour business when his parents retired.
His son's decision to drop out or college "was against all the things that we stood for as a modern African-American family," Bledsoe said. He had been unable to attend college because his parents couldn't afford it and he wanted to make it possible for his son to achieve his dreams. But "that picture of his dreams turned into a nightmare for us," he added.
He also was troubled by the fact that, despite dozens of trips to Nashville to see his son, he was never able to meet any of the imams or other local Muslim leaders who were having such a transformative effect on his son's life. "These people would never show up or never be found when we visited Nashville," he said.
Looking back, he suspects that his son's religious mentors wanted "to separate him from his family and friends." These people wanted him to regard his family as "non-believers" with the understanding "you must do everything possible to recruit your family to be converted to Islam," he said. His son unsuccessfully tried to convert members of the Bledsoe family. Bledsoe said he reacted angrily because "I didn't want anyone to take away my understanding of Jesus Christ."
Things went from bad to worse when Muhammad traveled to Yemen in 2007 for the stated purpose of teaching English. Relatives tried to talk him out of it. But when that didn't work, they made him promise that he would avoid any involvement in radical activity. He agreed.
Bledsoe believes his son may have planned to do that, but had no idea that in going to Yemen he was being "set up" by jihadist recruiters (he calls them "hunters") intent on radicalizing him. The hunters confiscated the video camera his family gave him, and he kept losing his cell phone, Bledsoe said.
Details of his time in Yemen remain murky. He may have studied under a radical imam. In September 2008, Muhammad married one of his students in Aden. Two months later, he was arrested for overstaying his visa and carrying a fake Somali passport. Muhammad said he was carrying it because he planned to go to Somalia to fight a jihad against Jews and Americans.

Shiites in Gaza, Sunnis in Iran
The Shiite population of the Sunni-dominated Gaza Strip is increasing, while Shiite Iran is experiencing Sunni growth, according to Egyptian news agency Al-Arabiya English. The religious switching has the potential to create serious tension between Hamas and its patron Iran, as these minorities vie for political power and further converts.
Gaza is controlled by Hamas, a Sunni terrorist organization supported by Iran. This religious difference creates a fragile balance, where Hamas struggles between controlling Iran's proselytizing campaign in Gaza while not alienating it. Hamas also wants to rule through a conservative form of Sunni Islamic law, and has put pressure on local Christians, Shiites, and even more conservative Sunni groups like the Salafis.
Increasing numbers of Shiite converts are demanding political rights and even political power. Al-Arabiyah cites and Agence France Presse report about Abdul Rahim Hamad, a converted Shiite who lives in Jabalia refugee camp in Gaza, who said the growth of Shia Islam was "due to the influence of Iran and Lebanon's Hezbollah in the region."
"We are now hundreds in Gaza. We will start our political activities soon. Palestinian Shiites will play an important role in controlling this region in the future," Hamad said.
It's not a problem Hamas feels comfortable addressing. Ahmed Youssef, an advisor of Hama's Prime Minister Ismail Haniya, denied the growth of Shiites in Gaza and said Palestinians "love Iran and Hezbollah." However, last Thursday the group's security forces shut down an Iranian funded, Shiite organization called al-Baqeyat al-Salehat.
The same tensions exist in reverse in Iran. "While Sunnis are accorded "full respect" in the Iranian constitution, in practice and through social exclusion, Iranian Sunnis suffer discrimination," according to the University of Maryland's Minorities at Risk Project. "The Iranian government has barred the construction of a Sunni mosque in Tehran, and has moderately restricted public displays of the Sunni religion and culture."
The rise of Sunni Islam has been noticeable among Arabs, found mostly in the Iranian province of Khuzestan. They believe that the move will severe their links with Iran, which has alienated them by trying to impose Persian language and culture in the region.
Sunni extremists have tried to capitalize on the tension. Al-Qaida recruiter Hamid bin Abdullah Al-Ali, whose assets were frozen by the United Nations Security Council, recently called for "An Intifada of the Occupied Spaces" in Iran. The call was direct at the Iranian "powers of the occupation, who declared a state of emergency in the areas, shut down schools and companies," and implemented other restrictive measures.
The Sunni issue has caused alarm in Iran and was hinted at by Iranian President Mahmoud Ahmadinejad during a 2010 visit to Khuzestan. The rise of Sunni Islam has been noticeable among Arabs, found mostly in the Iranian province of Khuzestan. They believe that the move will severe their links with Iran, which has alienated them by trying to impose Persian language and culture in the region.
Sunni extremists have tried to capitalize on the tension. Al-Qaida recruiter Hamid bin Abdullah Al-Ali, whose assets were frozen by the United Nations Security Council, recently called for "An Intifada of the Occupied Spaces" in Iran. The call was direct at the Iranian "powers of the occupation, who declared a state of emergency in the areas, shut down schools and companies," and implemented other restrictive measures.
The Sunni issue has caused alarm in Iran and was hinted at by Iranian President Mahmoud Ahmadinejad during a 2010 visit to Khuzestan. It was also reinforced by Iranian cleric Mohammed Jawad Adel, who called the Sunni explosion in the border regions a "very serious issue." He urged Iranian authorities to deal with what he called the "Sunni missionary."

'The commonwealth is using taxpayer money to tell kids how to get a secret abortion, and that's wrong,' Linda Thayer, a former Boston schoolteacher who is vice president for educational affairs of Massachusetts Citizens for Life, told the Boston Herald.This is a misuse of state funds, especially for parents who are taxpayers,' she added.
Thayer also blasted the website for 'deception by omission' for describing abortion as 'when the contents of the womb (uterus) are removed.'

Two Muslim extremists in Somalia murdered a member of a secret Christian community in the name of Islam in Lower Shabele region as part of a campaign to rid the country of Christianity, sources said.
An area source told Compass two al Shabaab militants shot 21-year-old Hassan Adawe Adan in Shalambod town after entering his house at 7:30 p.m.
“Two al Shabaab members dragged him out of his house, and after 10 minutes they fired several shots on him,” said an area source who requested anonymity. “He then died immediately.”
The militants then shouted “Allahu Akbar [God is greater]” before fleeing, he said.
Adan, single and living with his Muslim family, was said to have converted to Christianity several months ago. Area Christians said they suspected someone had informed the Islamic militants of his conversion. One source said that a relative who belonged to al Shabaab had told Adan’s mother that he suspected her son was a Christian.

Hank Williams Jr. To Run For U.S.Senate
It was reported recently that country music singer Hank Williams Jr. plans to run for a U.S. Senate seat in Tennessee in 2012 -- the next time a Senate seat is up in the state. An intriguing notion to say the least, but no announcement has been made yet, according to Williams's publicist.
When reached for comment by RealClearPolitics, a spokesman for Williams's publicist, Kirt Webster, said Williams "has talked about it, but no announcement has been made."
Should he run, Williams would likely need to mount a primary challenge to Republican Sen. Bob Corker, who defeated Democrat Harold Ford Jr. for the open seat in 2006. Williams was an active campaigner for the Republican ticket this year, appearing with both John McCain and Sarah Palin in the months leading up to the presidential election. He even wrote a reworked version of his hit tune, "Family Tradition," that he performed at campaign events.

A critical test for the reform of the Russian armed forces is whether and to what extent a new generation of professional non-commissioned officers (NCOs) can be formed. Marshal Zhukov once stated, “I and the NCOs run the Army.” Yet, the NCO cadre has effectively ceased to exist in Russia, and the latest efforts to address this crucial issue have been encased in another experiment.
It appeared that the defense ministry was serious about reforming the NCO cadre, and despite early setbacks in 2009 a prestigious 34 month course was opened in Ryazan in December 2009 to train professional NCOs for the Ground Forces, Airborne Forces (Vozdushno Desantnye Voyska –VDV) and a variety of military specialties. Failure to secure enough cadets for the course, or address how to develop the Ryazan model to produce sufficient numbers of NCOs for the armed forces signaled deeper problems. On April 6, 2011, Krasnaya Zvezda reported on a visit by President Dmitry Medvedev and Defense Minister Anatoliy Serdyukov, to the VDV 45th Guards Spetsnaz Regiment in Kubinka, west of Moscow. An unmanned aerial vehicle (UAV) technician asked his commander-in-chief about the career structure for contract NCOs. Medvedev speculated that an NCO might progress to become an officer: Serdyukov was promptly told to examine it (Krasnaya Zvezda, April 6).
Much of the official reporting on the progress of the Ryazan NCO experiment has been positive, emphasizing pay and conditions, with cadets paid 21,000 rubles monthly ($746.57) –provided their grades are “excellent,” while others receive 16,000 rubles ($568.81). Consistent with plans to increase pay and allowances throughout the armed forces in 2012, professional NCOs will be paid up to 34,000 rubles monthly ($1,208.73). Krasnaya Zvezda stresses that two categories of cadet enter the professional NCO course in Ryazan: those who have completed conscript service and no older than 24, and contract personnel aged up to 30. The Commander-in-Chief of the Ground Forces, Colonel-General Alexander Postnikov remains broadly supportive of the course and its aims, though he has called for professional NCOs to be trained in ten month courses (Krasnaya Zvezda, February 26; Interfax, March 15).
Highlighting the crucial nature of the issue, Colonel (retired) Vitaly Shlykov sharply criticized current plans to form a new NCO cadre. China Cuts Off Oil Exports
As if a dollar in freefall was not enough, surging oil is about to hit the turbo boost, decimating what is left of the US (and global) consumer. Xinhua, via Energy Daily, brings this stunner: " Chinese oil giant Sinopec has stopped exporting oil products to maintain domestic supplies amid disruption concerns caused by Middle East unrest and Japan's earthquake, a report said Wednesday. The state-run Xinhua news agency did not say how long the suspension would last but it reported that the firm had said it also would take steps to step up output "to maintain domestic market supplies of refined oil products". Oh but don't worry, those good Saudi folks are seeing a massive drop in demand... for their Kool aid perhaps. "Sinopec would ensure supplies met the "basic needs" of the southern Chinese special regions of Hong Kong and Macao, but they also should expect an unspecified drop in supply, Xinhua quoted an unnamed company official as saying." Now... does anyone remember the 1970s?
The report said Sinopec has raised output of refined oil products this year, with its first-quarter production reaching 31.55 million tonnes, an increase of 6.2 percent from the same period last year.
Sinopec last month said its 2010 net profit rose nearly 14 percent on higher oil prices and strong domestic demand for refined oil and chemical products.
It reported a net profit of 71.8 billion yuan ($11 billion).
The Beijing-based company attributed the result to China's rapid economic growth, robust oil demand and "the increase in the price of crude oil, oil products and petrochemical products."
It had said at the time that it would continue to "expand markets" in China and overseas this year, while intensifying its exploration efforts in the country's western regions.
Oil prices have surged on supply concerns as governments in the oil-rich Middle East and North Africa are hit by popular uprisings, while the Japan quake and resulting nuclear crisis led the country to seek other forms of energy other than atomic.
And another perspective on how China just gave Geithner and his inflation exporting dreams the biggest, baddest middle finger, from Global Times:
China Petrochemical Corp (Sinopec Group), Asia's largest oil refiner by capacity, said Tuesday it had halted refined oil exports, except those to Hong Kong and Macao, in order to bolster domestic supply. Analysts said the move would help prepare for a possible domestic fuel shortage later this year.
Due to the turmoil in the Middle East and the earthquake in Japan, Sinopec is facing pressure just to meet demand at home, the company said.
The company will keep its refineries running at full capacity, but will cut petrochemical production and reduce the workload at its chemical plant installations to boost the domestic supply of refined oil, it said. It plans to produce 10.54 million tons of refined oil products in April.
The company did not say how much refined oil it would hold back from the international market.
"With the weather getting warmer, more cars hitting the road and increased demand from the construction, industrial and logistic sectors, the consumption of refined oil is expected to surge in April," said Wang Shunzeng, secretary-general of Beijing Petrol Circulation Industry Association.
Meanwhile, due to inflation and the rising price of crude oil, many private refineries have reduced production, making it necessary for State refiners to step in to fill the gap, analysts said.
China's refined oil inventories fell last month after hitting record highs at the end of February, the National Development and Reform Commission (NDRC) said Tuesday.
The country's apparent refined oil use in March reached a record high of 21.73 million tons, the NDRC said.
"The inventory of refined oil is actually still at the normal level. Sinopec's move suggested that it is making early preparations for peak demand in summer and a possible fuel shortage later this year," Zhong Jian, chief analyst with C1 Energy, told the Global Times.
The country had a shortage of fuels last year, especially a diesel shortfall in the fourth quarter when electricity cuts due to power rationing caused factories to use backup diesel generators to provide power, thus pushing up diesel demand.
Zhong said that China's crude oil processing capability would rise by 17 million tons this year, but this figure is lower than for the two previous years. He also said there would be a 4-million-ton shortage of diesel oil this year
