WASHINGTON -- With unease mounting in Congress over the US military role in Libya, Representative Michael E. Capuano joined a bipartisan lawsuit today challenging US involvement, which the White House sought to justify in a report to lawmakers.
Capuano, a Somerville Democrat, is one of 10 plaintiffs in the lawsuit filed in federal court in Washington. The suit contends that US involvement is illegal because President Obama committed US resources to the conflict without permission from Congress.
