Obama tells union audience he'll bypass Congress and implement jobs plan administratively wherever possible

Council on Jobs and Competitiveness meeting now; speech to follow

President Barack Obama was on Pittsburgh's South Side Tuesday fighting for his jobs plan, which appeared headed for defeat in the U.S. Senate.

Obama convened a meeting of his council on jobs and competitiveness. The session includes CEOs from Intel, General Electric, Kodak and other companies.

He toured the training center at International Brotherhood of Electrical Workers Local 5, near SouthSide Works, and is about to make a public speech that pushes Congress to pass the American Jobs Act.

Obama said he's prepared to break his $447 billion jobs bill into pieces and move it that way if Congress doesn't pass the entire measure.

Obama spoke at a meeting of his jobs council in Pittsburgh just hours before the legislation faced near-certain defeat in the Senate at the hands of Republicans opposed to stimulus pending and a tax on millionaires.

Obama singled out public works spending as an area that should move quickly.
