Washington - Without the involvement of Congress, Obama plans to give $360 million of tax payer's money and private funds to Chicago as part of an "initiative" for a high tech manufacturing institute.
"The institute is dedicated," says Mellisa Harris - ChicagoTribune business columnist, "to figuring out how to make manufacturing lighter, simpler, quicker, more doable in the United States and more technologically advanced even though fewer jobs will be created with each manufacturing plant."
Official announcement will come Tuesday that the President will make good on his 2013 SOTU address promise to get some "action" without the involvement of Congress.
